INTRODUCTION
Educators are the front lines of improving the quality of human resources. To achieve that professional role, educators must integrate quality and integrity. Recognizing the urgency of this role, the government provides professional allowances in the hope that educators can devote totally to the profession. Sadly, the teacher certification policy that implemented since 2007 has not been shown significant results. The quality of the educator (in this case are counselor or teacher guidance and counseling—BK) and the quality of education are not much different from previous moment, when professional allowance has not been given. Responding to the phenomenon, Postgraduate Guidance and Counseling Program of State University of Malang held 2nd National Seminar and Proceeding with the theme "Professional Commitment and Accountability Counselor or Teacher Guidance and Counseling". The event will explore relevant material by expert presenters and papers that reviewing the eight theme proceedings. The purpose of this 2nd seminar is to develop the professional commitment and accountability of educators (in this case are counselors or teacher BK) in order to improve the quality of education in Indonesia.
